Spread over nine counties, incorporating 101 municipalities, and led by almost as many governing bodies, the cities and towns that ring San Francisco Bay are filled with people representing a variety of cultures, viewpoints and livelihoods. Many on the outside just see the region’s burgeoning tech scene and the explosive new wealth it has created. But those closer to the ground understand the devastating pockets of poverty that remain the daily reality for too many Bay Area children and families.
